Chinese and Russian scientists presented their reports at the plenary session of the conference “Modern problems of economic development in Russia and China”.

On November 25-26 the III International Scientific and Practical Conference “Modern problems of economic development in Russia and China” was held at the Amur State University. The conference was organized by the faculty of economics of Amur State University and the Institute of economics and management of Heihe University. Over the past four years, Heihe University has become a reliable partner in joint research activities. In 2019, within the framework of interuniversity cooperation, the IV International Youth Economic Forum "Russia and China: the vector of development" was held, and in 2020 the II International Scientific and Practical Conference.

The conference was attended by more than 170 leading and young scientists from seven universities of the Far Eastern Federal District of Russia, as well as six scientific and educational institutions in China: Academy of Tax Sciences of the People's Republic of China, Heihe University, Heilongjiang University, Harbin University of Commerce, Harbin Pedagogical University and Heilongjiang Agricultural University of Baiyi. Due to the difficult epidemiological situation, the conference was held remotely in web conference format.

On November 25, the grand opening of the conference took place, which was attended by more than 50 participants and listeners from Amur State University and universities in China. Andrey Leifa, Vice-Rector for Academic and Scientific Work at AmSU, and Xie Hui, Vice-Rector for Scientific Work at Heihe University, delivered a welcoming speech.

The moderator of the plenary session was the Dean of the Faculty of Economics of AmSU, Candidate of Economic Sciences, Associate Professor Oleg Tsepelev. Scientific reports made by Zhang Qinglong, Professor of the Chinese Academy of Tax Sciences, Director of the Institute of Audit and Risk Management, Director of the Research Center for Corporate Financial Services (Beijing), Zhou Zheng, researcher, Deputy Director of the Research Department of Academic Theory of Harbin University of Commerce (Harbin), Victoria Lazareva, Ph.D. in Economics, Acting Head of the Department of Economic Theory and Public Administration of the Amur State University, Sergey Khmura, a postgraduate student, teacher of the Department of Economic Theory and Public Administration of the Amur State University, Deputy Director of the Amur Region Agency for Attracting Investments were heard.

Zhang Qinglong's report is devoted to financial reform in the digital economy, informatization and intellectualization of accounting, the use of artificial intelligence tools for the development of financial functions. Lazareva Victoria Vladimirovna in her report presented the results of assessing the multiplying effect of the implementation of the Amur Region strategy, the impact of the implementation of the strategy on the socio-economic development of the region and identified the features of transformations in the rural settlement system.

Zhou Zheng spoke about the results of the study of the innovative way of the Russian-Chinese regional trade and economic cooperation "North-East-Far East". He emphasized the unique geo-advantages of China and the Russian Far East, which are: improving the commodity structure of agriculture, expanding industrial ties and building a mutually effective model of investment cooperation.

Sergey Khmura, Deputy Director of the Amur Region Agency for Attracting Investments, revealed the features of promising projects in the Amur Region that are attractive to foreign investors. Young researcher dwelled on the industry specialization of the Amur Region, the advantages of the special economic regime of the Territory of advanced social and economic development in the Russian Federation and gave a detailed description of the projects for the construction of a bridge crossing and a cross-border cable car across the Amur, the Kanikurgan customs and logistics terminal, promising projects in in the field of gas processing and gas chemistry, wood processing industry and agriculture.
